They said, "This photo was taken in New Hope Pennsylvania in the fall of 1996: The first two times this photo was developed the entire roll of film came back okay except for this photo which was centered on the foggy image. I didn't think anything of it, I actually thought the photo lab had made an error; therefore, I asked them to redevelop just the one negative. When we ( Sherri and Kimberly) finally looked at the photo, we realized there was an image. We can't explain it and we think that maybe you can. Some more background info: this image is clearly seen on the negative, there was no fog that night and the canal barge where the photo was taken is the site of numerous deaths."
